Okay, so my name's Dean Riddell, 50 years of motorcycle riding experience, 42 of them in Wellington City. The last 5 years as a delivery motorcycle delivery driver, which some of you have met either on the streets or in your homes. Currently I do about 1,000 k's a week around Wellington City, and I just added there that I have previous experience as a property consultant advising to Council, so going through this and previous chief executives. Firstly, I want to just point out the major contributors of motorcycles reducing traffic congestion. Sorry, before I go, my submission is conditional agreement, but it's slightly conditional. So improving traffic flows, reducing emissions, significant less demand on the infrastructure. And when it comes to delivery drivers, specific issues around that is quick, efficient, and effective, as you those that have had your meals delivered by me know. The current situation is, the pros are it's a very economical option for motorcycle capable commuters. It's free. It's first in, first served, almost zero maintenance for policing tickets and stuff. The cons is that motorcycles can only park there. We can't park anywhere else. So no car parks even if we pay a full fee, a car park fee. Very limited turnover. Unreliable space availability, which has been mentioned, and inconsistent policing. The proposal, and my key point is the pros, is a bit of fairness, but I'm questioning the amount of fairness, whether the dollars are fair, as previous senators have. It is consistent with car park charges. It will encourage turnover and it will improve availability and policing will be a bit more consistent. The cons is it's likely to be unpopular and it's massively disproportionate to the likes of apartment owners and commuters. Apartment owners, they're likely to be up for about $4,000 a year. And commuters, full commuters, that's $2,000 a year, you know, on $1,000 Vespas kind of, or scooters, mopeds, it's a big number. I did some rough calculations, property guy, I reckon that a car park, a conventional car park can take about 7 to 8 cycles if we could run our own system of, you know, we could pay $5 and get us in there for $0.60. However, the more important point to me, and we've got examples right out this window of motorcycle spaces that are in places where are not suitable for cars. They're just rubbish space that can't be, you know, this one, big one down here, there's about 30 bikes in there, can't be used for car parks. So where's the fairness there? Just some other notes about the disproportionate— the disproportionality of motorcycles. We already pay 4 to 5 times the ACC levies because we're involved in so many accidents caused by cars. The difference between a moped and an electric bike, very fine line, about the same capability except for the fact that one carries a registration plate so it can be ticketed, the other one can't. And the other one that we need to watch is that the three-wheel bikes, they're actually cars, so they don't actually pay the full ACC levy and technically should be in a car park. That last— oh, who's— I think that's probably me.
